The Cowlitz County Sheriff's Office is notifying the public of two Level III sex offenders who have recently registered new addresses in Cowlitz County.
According to official documents, in 2004 Pittman pleaded guilty to third-degree rape of a child in Clark County. Pittman, at age 18, had sexual contact with a known 14-year-old girl. A second sex offense charge involving a different alleged victim was dismissed at the time of his guilty plea. Pittman did not participate in sex offender treatment.
Pittman also has been convicted of violation of a civil anti-harassment protection order, fourth-degree assault, disorderly conduct and two counts of violation of a court order (domestic violence).

According to official documents, in 1981 Mitchell was convicted of three counts of indecent liberties in Cowlitz County. Mitchell's victims were three girls ages 7, 8 and 10 whom he did not know. Mitchell's suspended sentence of 10 years in prison was revoked as he continued his deviant behavior while on parole.
Mitchell also has been convicted of failure to register as a sex offender, second-degree assault, fourth-degree assault, malicious mischief, obstructing an officer, tampering with a witness and violation of a no-contact order.
The Daily News has agreed to publish information about convicted sex offenders who move into the community and are considered at high risk to commit another crime.
Level I offenders are considered at low risk to re-offend, and the Cowlitz County Sheriff's Office issues limited notification. Level II offenders are believed to be at moderate risk to re-offend. Notices begin going out to schools, child-care centers, businesses and groups that serve mainly children.
Level III offenders are considered at high risk to re-offend. The sheriff's office warns the public at large. The Daily News publishes information and photographs only about Level III sex offenders.
