But because Troop 686 is a Hawthorne-based group, some council members are unsure if pumping money into the organization benefits Lawndale youth activities, as required by city law.
Dyan Davis, an El Camino Village resident and scout co-leader, said Troop 686 is based in Hawthorne because the other leader -- her mother -- lives there, but most members are Lawndale residents.
"When you put on the event, it's for all the girls in Lawndale," Davis said. "But say there are two Lawndale girls in a Gardena troop. We're not going to tell the rest of the troop they can't come."
